Boards and Commissions
One of the goals of the Roseville Junction Democratic Club is to get more Democrats involved in local government. Getting appointed to a board or commission is a fantastic opportunity to learn more about the inner workings of Roseville and Placer County and help shape important aspects of our community.
City of Roseville
- Board of Appeals: The ten-member board hears and decides appeals of administrative citations for municipal code violations, including animal, police, fire, building, stormwater, and zoning matters. They set penalties and devise solutions for ongoing violations of the municipal code.
- Charter Review Commission: The Charter of the City of Roseville operates as the "constitution" for the City. It sets out the limits of authority for all of the officers of the City, including the City Council, and establishes many of the City's procedures of government.
- Design Committee: The three-member Committee includes two members appointed by the City Council and one member who serves on the Planning Commission. The Committee reviews Design Review Permit applications for multiple-residential, commercial, and industrial projects. The Committee reviews projects proposed site plans, architecture and landscaping for conformance with the City's general plan, specific plans, and community guidelines.
- Economic Development Advisory Committee: The Economic Development Advisory Committee (EDAC) advises and assists the City Council in creating a community environment conducive to existing businesses, attracting desirable businesses to Roseville, and promoting tourism as a key element of the local economy.
- Grants Advisory Commission: The commission meets the second Tuesday of every month and annual reviews all proposals and grant applications for Citizens Benefit Fund and R.E.A.C.H. Fund. The annual funding period is January through May and commission's funding recommendations are forwarded to the City Council for final approval in June.
- Library Board: The six-member board makes recommendations on library issues such as library hours and policies, priorities for capital purchases, sites for new branch libraries, complaints about library materials, etc. Board members act as informal liaisons with the community to promote the library system and to bring community concerns to the City Librarian.
- Local Sales Tax Citizens' Oversight Committee: To promote transparency and accountability for the allocation of new sales tax revenue generated by Measure B, the Roseville City Council enacted the provision in the voter-approved measure that calls for Local Sales Tax Oversight Committee. At its December 19 meeting the Council approved the charter for the committee and opened the application process for residents who would like to serve on it.
- Independent Redistricting Commission: The Independent Redistricting Commission was made up entirely of community members and was empowered by Roseville voters to adopt the district boundaries without Roseville City Council approval. The City Council may not rescind, supersede, or revise the district boundaries adopted by the commission.
- Parks & Recreation Commission: The eight-member commission reviews and makes recommendations on park projects, department operations, recreation programs and specific controversial issues.
- Personnel Board: The Personnel Board meets the second Monday of every month at 1:30 p.m. at 311 Vernon Street. The five-member board serves as the City's final decision-making body for administrative appeals relating to discipline and employment.
- Placer Mosquito & Vector Control District: The Placer Mosquito & Vector Control District meets on the third Monday of each month at 4:30 p.m. at the Placer Mosquito Abatement Office in Roseville. The Roseville representative is one of five Placer County regional trustees and makes determinations on abatement needs, funding allocation, funding mechanisms, and special abatement requirements for the district which includes 53,000 parcels in south Placer County.
- Planning Commission: The seven-member commission undertakes long-range planning for development that includes, but is not limited to, preparation and maintenance of the general, specific and area plans, as well as reviewing Environmental Impact Reports and capital improvement programs. Short-range planning efforts include zoning matters dealing with land use changes, rezones, subdivision and parceling of land, special use permits and variances.
- Public Utilities Commission: The seven-member commission studies and advises the City Council on cable television franchises and all utility issues related to city-owned utilities (electric, water, sewer, and solid waste). Issues include planning, rates, public information, complaints about rates or operations, and activities of utility joint powers agencies.
- Senior Commission: The seven-member commission studies issues and concerns and makes recommendations relative to older adults, including but not limited to: education, long term care, recreation, housing, transportation, nutrition, and volunteer programs.
- Transportation Commission: The seven-member Transportation Commission reviews and makes recommendations to the City Council related to the community’s transportation needs. The Commission deals with issues related to four primary areas: public transit; traffic circulation; bikeways and pedestrian facilities; and transportation systems management. It is also a forum to provide public input for issues related to transportation.
- Youth Sports Coalition: The Roseville Youth Sports Coalition (YSC) is a unique partnership between local independent youth sports providers and the City of Roseville. The youth sports partners provide athletic activities, opportunities and competition for participants; the City provides game and practice fields for the partners.
How to Apply
Appointees must reside in Roseville and be at least 18 years of age. Most members are appointed to four-year terms by the City Council. Board and commission members receive no compensation for their time, although they may attend training workshops or seminars at City expense.
Board and commission meetings are held in the Council Chambers located at 311 Vernon Street, unless another location has been designated. Meetings dates and times may be confirmed by calling the board or commission secretary.

NOTE: All applicants must complete a video interview. Failing to do so will cause the application to be considered incomplete. Additionally, applicants requesting to serve on the Design Committee, Economic Development Advisory Committee, Grants Advisory Commission, Planning Commission, Public Utilities Commission, or the Transportation Commission must file a Statement of Economic Interests (Form 700). Placer County
- Agricultural Commission: Agricultural Commission meetings are scheduled on the second Monday of every month.
- Air Pollution Control District Board: The PCAPCD Board Of Directors are appointed from elected officials within the County's jurisdictions and the term of office is concurrent with their official term of office for the jurisdiction they represent, or as new appointments are made by the respective appointing authority.
- Air Pollution Control District Hearing Board: The District Hearing Board is a statutory body appointed by the District Board of Directors to hear petitions for variances or modifications from air pollution rules or permit conditions, including the denial, approval or revocation of a permit and orders for abatement (per HSC 40801).

- Audit Committee: This committee assists the Board in fulfilling its oversight responsibilities by monitoring the financial reporting process, the overall systems of internal control and risk mitigation, compliance with laws and regulations, and the independence and performance of the County’s internal and external auditors.
- Building Board of Appeals: The Building Board of Appeals considers appeals of Code interpretations. The Board has the authority to determine the suitability of, and authorize the substitution of, materials and types of construction equipment to those specified by this Code and the State Housing Law.
- Capital Projects Advisory (CAP) Committee: The purpose of this committee is to recommend Tourism Master Plan priorities and capital projects to the Placer County Board of Supervisors to implement the Tourism Master Plan and Transient Occupancy Tax Policy in eastern Placer County.
- Civil Service Commission: The Civil Service Commission regulates the employment and working conditions of Placer County employees.

- Consolidated Oversight Board: The Placer County Consolidated Oversight Board was created July 1, 2018 pursuant to Senate Bill 107 (2015), which required the consolidation of redevelopment oversight boards for each former redevelopment agency into one county-wide Oversight Board.

- In-Home Supportive Services Advisory Committee: This committee serves in an advisory capacity regarding In-Home Supportive Services and the In-Home Supportive Services Public Authority to the County Board of Supervisors and other administrative bodies.
- Library Advisory Board: The Placer County Library Advisory Board shall advise and make recommendations to the Board of Supervisors and the Placer County Director of Library Services concerning policies and procedures for the operation of the County Free Library System.
- Lincoln Veterans Memorial Hall Board: Located in downtown Lincoln, the Memorial Hall is used by many community organizations, groups and individuals.
- Literacy Support Council: The Literacy Support Council has been supporting Placer Adult Literacy Service since 1991. We provide volunteers, books, and other materials that help lift local literacy skills.
- Local Agency Formation Commission (LAFCO): Each county in the state is required to have a LAFCO. These LAFCOs fulfill their legislative mandate through the consideration and approval or denial of boundary changes proposed by individuals or the local agencies themselves.
- Loomis Veterans Memorial Hall Board: Built at the end of the 1940s, the Memorial Hall is located on the same grounds as the Loomis Library and shares parking facilities.
- Mental Health, Alcohol & Drug Advisory Board: This board is comprised of board-appointed community members representing consumers, family members, and public interest who promote citizen and consumer participation in provision and evaluation of the mental health systems of care.
- Older Adult Advisory Commission: This group provides a voice for older adults in county government and advises on matters relating to the creation and delivery of services that improve the quality of life for Placer County's older adults.
- Placer County Economic Development Board: The Placer County Economic Development Board, established by the Board of Supervisors in 1991 serves as an advisory body for the Economic Development division.
- Placer County Parks Commission: The Placer County Parks Commission advises the Board of Supervisors on all matters relating to public recreation projects. They also recommend policy and direction to the County's Parks Division.

- Tahoe Basin Design Review Committee: Resolution 2014-214, adopted October 21, 2014 dissolved the North Tahoe and Tahoe City Design Review Committees and formed a combined Tahoe Basin Design Review Committee.
- Treasurer's Review Panel: The Placer County Treasurer's Review Panel was created in 1995 to provide oversight in the investment of public funds. The Treasurer's Review Panel reviews and monitors the Treasurer’s Investment Policy.
- Wastewater Advisory Committee (WAC): The Wastewater Advisory Committee meets as needed to review methods, techniques and materials for septic systems, and makes recommendations to the Environmental Health Director regarding adoption and revision of the on-site sewage disposal ordinance.
